REPORTS TO: Operation Manager
The Micro Transit Coordinator assists the Transportation Department in the administrative duties for the daily operation for Micro Transit operations. This includes but is not limited to the reconciliation of payroll timesheets, coordination of final bid submittals by operators, assistance in the administration of vacation and holiday bids, updating and ensuring compliance of driver licensing and motor vehicle records, and acting as the lead facilitator of the department’s complaint investigation and response process and work with union representatives to resolve grievances and disciplinary action in accordance with the Collective Bargaining Agreement (CBA).
ESSENTIAL JOB FUNCTIONS
- Acts as the Lead Investigator for all department complaints from the public, makes corrective action recommendations to the department’s supervisors.
- Assists in the preparation of work schedules and various bids for employees in the Transportation Department
- Serves at times as the Transportation liaison for partnering with Human Resources for the hiring and training of Micro Transit operators and supervisors.
- Help coordinates the structure, training curriculum, and evaluation matrixes for the various training and interim training programs.
- Keeps current on service changes, new service, detours, and special events, which impact operations. Provides appropriate information and training to supervisors.
- Assigns detours to supervisors for events and service disruptions.
- Supervises supervisors, and Micro Transit operators and monitors their responses to calls and day-to-day activities. Coordinates operations supervisors’ activity.
- Determines opportunities to implement increased efficiencies in the general clerical and administrative support functions within the department; assists as necessary to ensure the procedural operation of the transportation department is efficient.
- Assists with the Supervisors’ holiday, vacation bid procedures and bump downs.
- Assists the micro transit operation with the strategic planning and compliance efficiencies and recommends corrective action when necessary.
- Investigates complaints from the public, follow-ups with staff and personnel as necessary, and makes corrective recommendations for procedural or policy changes based on downward trends leading to complaints.
- Helps monitor adherence of attendance, Family and Medical Leave Act (FMLA), and miss-out policies for operators and supervisors.
- Reviews issues related to occurrences for operators and supervisors in accordance with the time frames of the Attendance Policy and makes suggestions for improvements as necessary.
- Assists in helping to ensure both the supervisors’ and operators’ groups are in compliance with the assignment of work in accordance with the CBA and other various work rules.
- Assists in the supervision of the operator’s timekeeping functions as well as with daily and weekly scheduling functions.
- Ensures that payroll for operators and related timekeeping reports are complete and submitted to the Payroll Division.
- May help investigate and resolve operator pay disputes.
- As applicable, may provide relevant information and training to operators.
- Assists in entering updated employee data and information in various databases.
- Works with union representatives to resolve grievances and enhance labor relations.
Supervision: Micro Transit Supervisors and Operators
Education: Associate’s Degree in Public Administration, Transportation, Planning, Business Administration, or a directly related field from an accredited college or university. A Bachelor’s Degree is preferred.
Experience: Minimum of seven years of experience including five years of experience driving a bus or an equivalent combination of transit experience; and two years of supervisory/management experience in transit operations.
KNOWLEDGE, SKILLS, AND RESPONSIBILITIES
- Knowledge of transportation division operations; administrative and office procedures; progressive discipline; principles of supervision; the union contract and the grievance process
- Skilled in interpersonal relations; labor relations; data entry; verbal and written communications; use of computers and experience in Microsoft office software.
- Interpret and enforce the Labor Agreement and Personnel Rules and Policies; establish and maintain an effective working relationship with employees and union officials
- Communicate clearly and concisely in oral and written form; exercises sound judgment; deal with the public in a tactful manner.
